At the end of May, the European Commission published its latest proposal for a definitive EU VAT system. To make the European VAT process clear, coherent and simple has been an aspiration of the European Commission for decades. Indeed, it had hoped and expected that all the contradictions latent in the current system would be resolved through discussion between itself and EU member states in time for the introduction of the Single European Act.
