Loan charge review to bring issue ‘to a close’, says Treasury

The Treasury has brought in tax expert Ray McCann to lead a review of the contentious loan charge scheme, which has put HMRC and affected taxpayers at loggerheads

The review will run for around six months with findings and recommendations due back to the Treasury in summer 2025, raising hopes that this long-running issue can finally be resolved.

The independent review board will be headed up by highly respected tax expert Ray McCann, who has worked as a tax lawyer for years in the private sector and was president of the Chartered Institute of Taxation (CIOT), where he is still heavily involved in all manner of tax issues.
