A 12-week HMRC consultation into the hidden economy closed last month, considering whether to bring breeders into the tax conditionality rules, equivalent to a tax registration check, but no decision has been taken as yet.

A recent study from the University of Leeds showed there are now 13 million dogs in the UK, 4m more dogs than previously estimated, showing the demand for breeders, and dog related services is thriving.
