A former finance director of the Kensington & Chelsea Primary Care Trust has been reprimanded by the CIPFA disciplinary committee after she failed to provide a complete set of accounts for the 2003/04 financial year. Jennifer Greenshields' organisation had to adjust its accounts by £7.1m as a result, which led to the PCT board not being able to accurately assess how the PCT was performing financially. The disciplinary committee determined that in respect of all three issues identified above, Greenshields had failed in her duty 'to perform professional services with due care, competence and diligence'. Greenshields was not found to have acted dishonestly or deliberately flouted the standards. The committee found there to be 'evidence of a difficult working environment and lack of support for the position as well as a failure to recruit and retain adequately trained and financially qualified staff' but contended that her breach of professional standards was 'serious'. She was reprimanded as a result and is no longer in a position with the trust.
