Pybus takes over as interim CEO at Insolvency Service

Beale left the agency on 12 May, after five years as chief executive officer, moving to a new position as executive director of the newly established Centre for Public Interest Audit, after more than 30 years in the insolvency sector. 

Pybus will take on the role on an interim basis while the Department of Business and Trade undertakes the recruitment of a permanent CEO. He has been with the Insolvency Service for nine years, having joined in August 2016 as chief operating officer.

Previously Pybus spent 11 years at Royal Mail, in various operations director roles for east and Anglia regions, responsible for ‘direction and operational leadership’ from 2009 to 2014 across that geographic patch covering customer service, financial performance and efficiciency.

He will take on the role on an interim basis while the Department of Business and Trade undertakes the recruitment of a permanent CEO, which is currently underway.

The full-time vacancy is advertised with a salary of £98,000 to £149,000 with a 28.97% employer contribution Civil Service pension, and the offer of flexible working, while this role has a minimum assignment duration of three years. Applications must be submitted by the closing date of 1 June by 23:55 and recruitment firm Hays is handling the post.

The job description calls for a candidate with a proven track-record in leading and delivering transformational change through technology in large and complex organisations, building and sustaining highly performing, motivated and innovative teams, and driving high staff engagement. ​

Financial skills are also required, with the specification calling for an accounting officer with ‘evidence of strong financial acumen and experience of the management of risk and budgets’. ​

The Insolvency Service said the successful candidate will be 'responsible for providing strategic leadership and direction for the organisation and will work closely with DBT to deliver the policy objectives of ministers'.

The agency has a raft of new responsibilities as a result of the Economic Crime and Corporate Transparency Act 2023, including tougher registration requirements and the ongoing rollout of identity verification for all directors on the companies register, which is part of a major initiative to tighten up oversight of company directors to reduce fraud and governance failures.

One of the role holder’s first tasks will be to work on a new five-year strategic vision for the agency, and oversee modernisation and digitalisation of the organisation’s IT systems and capabilities.

Beale said: ‘It has been a privilege to serve as chief executive officer for the past six years. The Insolvency Service will be in safe hands with Alec, who has vast experience and knowledge of this complex sector. 

‘I wish him and everyone at the Insolvency Service the very best for the future.’  

There has been a three-month handover period before Beale’s departure.

Pybus added: ‘I’m delighted to have been given this opportunity, and I am looking forward to taking up this role while a new chief executive is recruited. I have been working with Dean over the past few months to ensure this transition is as smooth as possible.’
