Tax systems that attract the rich

In recent weeks there has been much commentary related to how taxes will need to rise to pay for the cost of borrowing arising as a result of the pandemic. Rachel de Souza, tax partner at RSM, assesses the options

Tax rises are the most basic solution to the age-old problem of raising revenue. But there are other options, including living with long-term debt, the value of which is eroded over time by inflation. 

But an increasing number of countries are taking a very different approach. Instead of trying to tax the richer harder, many countries are positively laying out the red carpet and inviting the rich to relocate, with the lure of lower tax rates than they pay elsewhere. These countries run dual tax systems; one for usual residents and a more attractive tax regime for those that relocate.
