70% of agents say ‘unpopular’ MTD will raise costs

Making Tax Digital (MTD) for Income Tax will be expensive and time-consuming to implement with 69% of agents and businesses seeing ‘no benefits’

The annual ABAB HMRC survey found that 68% of respondents thought MTD had ‘no benefits’, saying it would be costly and time consuming particularly filling quarterly updates with 65% expecting costs to rise by keeping digital records.

‘There are increasing levels of awareness on MTD, but the mandatory nature of this programme isn’t popular. It is also felt that new quarterly updates will require significantly increased time and costs to manage - the majority of businesses don’t expect any benefits’, said Teresa Graham, chair of Administrative Burdens Advisory Board (ABAB)

Despite awareness levels of MTD have improved to 71%, but there are still an extraordinary 28% who were ‘not aware’ or ‘did not know about MTD’ changes due in April 2026.
