HMRC poll on RTI 'on or before' operations

ICAEW is calling on accountants to respond to an online HMRC survey on the operation of the new Real Time Information (RTI) system which could see the current monthly reporting relaxation extended beyond 5 April 2014.

The survey, which is hosted by an external and independent company called SurveyMonkey, should take less than 10 minutes to complete and is designed to assess how difficult employers and agents are finding the 'on or before' rules for reporting PAYE information under the new RTI system.

HMRC says it will use the results to help determine the impact of these reporting deadlines and inform the discussion about whether any changes are needed to the new reporting rules - including what, if anything, should replace the temporary relaxation under which employers of fewer than 50 employees who make payments to employees daily, weekly or fortnightly can continue to report monthly.

Respondents need to know how many payroll clients they act for; how many pay their employees weekly, fortnightly, four weekly, monthly, quarterly or annually; how many payroll clients have increased or decreased the pay frequency of employees as a result of RTI; and how many clients make additional payments to employees between normal payroll runs. All responses are entirely confidential.
