The ICAS paper calls on the government to urgently issue an environmental tax roadmap or strategy stating that the government ‘hasn’t had much to say on the role of tax in getting to net zero’ and what is missing from its October 2021 net zero strategy is ‘any clear overarching tax strategy to support the transition’.

The accountancy group stated that the ‘in absence of such a roadmap individuals and businesses are likely to find it difficult to plan ahead for the tax changes and costs which will arise as part of the implementation of the net zero strategy’ as the UK’s tax system is ‘already extremely complex’.

It also added that doing so would benefit the government as they could find it difficult to ensure that tax policy is aligned with the development of new green technologies and supporting infrastructure.
