OECD director called up before MPs on MNC use of tax profit shifting

As part of the ongoing investigation into the use of profit shifting by multinationals to offset tax liabilities, the All Party Parliamentary Group (APPG) on responsible tax, chaired by Dame Margaret Hodge MP, has called up OECD tax chief to give formal evidence at a session

Pascal Saint-Amans, director of the OECD Centre for Tax Policy and Administration, will be the key witness at the hearing on 23 March 2016.

MPs will question a number of tax stakeholders from Deloitte head of tax policy Bill Dodwell to Alex Cobham, director of research at the Tax Justice Network, as well as representatives from charities and the BEPS monitoring group.

The session will examine the OECD Base Erosion and Profit Shifting (BEPS) action plan, particularly the use of profit shifting by multinational enterprises to artificially move profits to low tax jurisdictions.

The evidence session follows a public consultation launched in November 2015.

Expert witnesses include:

  • Tim Godfray, chief executive and Giles Clinton, head of trade and industry, The Booksellers Association

  • Toby Quantrill, principal economic justice adviser, Christian Aid
  • Savior Mwambwa, international tax campaign manager, ActionAid

The All-Party Parliamentary group on Responsible Tax was established in September 2015. It is chaired by Hodge and co-chaired by David Davis MP, Richard Bacon MP and Lord John McFall. The group has twenty-seven parliamentary members.
