The government has announced a consultation document seeking views on the implementation of measures intended to strengthen and enhance the Disclosure of Tax Avoidance Schemes (DOTAS) regime. The measures include enhanced penalties for failure to disclose a scheme, a requirement for promoters to provide lists of clients to whom they have issued scheme reference numbers, and new 'hallmarks' (descriptions of schemes required to be disclosed).
