HMRC has formally launched its recruitment process to appoint a permanent panel responsible for overseeing how a General Anti-Abuse Rule (GAAR) will be applied.
The advert has been placed with recruitment firm exec-appointments.com which describes the role as a 'voluntary position (necessarily incurred expenses will be paid) that offers a unique opportunity to play a central role in the implementation of a major new development in UK tax legislation'.
The initial appointment period will run for three years.
The proposed GAAR is set to be introduced in Finance Bill 2013 this July and was developed with input from an interim GAAR panel. An interim panel made up 14 tax practitioners, lawyers and stakeholders, which included Deloitte's head of tax policy, Bill Dodwell; Grant Thornton's head of tax, Francesca Lagerberg; and Richard Murphy, head, Tax Research UK, was disbanded on 15 April.
On April 15, senior tax partner at Allen & Overy, Patrick Mears took up his post as chair of the permanent GAAR, but the process of appointing fellow panel members only formally began today.
Asked why the department had decided to advertise the vacancies on a commercial recruitment site, an HMRC spokesman said: 'Although there is no statutory requirement to do so, the decision has been made to advertise in order to be as open and transparent as possible. The chair makes the appointments to the panel and HMRC is doing this on his behalf.'
