Scottish tax plans will disrupt HMRC

Warnings are being sounded that HMRC will not be able to cope with extra work north of the border after the Scottish executive was given new tax-raising powers. At the same time, a devolved corporation tax system has been put on the back burner pending the outcome of a referendum on independence, expected to be held in 2014.
