Debate dates for Finance Bill 2016 set for September

The House of Commons is expected to consider the remaining stages of the Finance Bill on 5 and 6 September 2016, after it completed the committee stage in June 2016

The next stage for the Bill to complete is the report stage which gives MPs an opportunity to consider further changes, after it has already been examined in committee.

The Bill was considered at committee stage on 27 and 28 June 2016.

Once the Bill has passed the report stage it will move onto its third reading in the House of Commons before being passed onto the House of Lords.

In the report stage amendments will be made to introduce a new dividend allowance, which will apply to the first £5,000 of an individual's dividend income, operating as a 0% tax rate rather than as a deduction. It will also introduce a new rate for dividends received above the allowance and ends the dividend tax credit.

Employment income will also be changed with the withdrawal of transitional relief on investment returns for those who have not settled their liabilities before a specified date.

Short term deposits of money will be added to the list of non-qualifying investments a venture capital trusts (VCT) can make.

Other amendments plan to be made to hybrid and other mismatches, fuel duties for aqua ethanol and general anti-abuse rule.
