Dodwell: digitising tax system removes control from taxpayers

In the face of tax digitisation, HMRC may be removing control over tax contributions from individuals to the state. Bill Dodwell, head of tax policy at the Office of Tax Simplification (OTS) argues that a review of the design of the tax system is overdue

The exponential growth of technology is transformational for everything we do. Technology is having a growing impact on our tax system and it is not surprising that the Office of Tax Simplification (OTS) has looked at some of the big issues for individuals as we seem to be on the cusp of much greater involvement of technology in our tax lives.

The OTS report, Technology Review: a vision for tax simplicity, was published in January 2019 and asks questions about the opportunities and the risks. It addresses six observations to the government, suggesting it should:
