John Cullinane is tax policy director at the Chartered Institute of Taxation (CIOT). Before joining CIOT in 2013, he was head of Deloitte’s tax quality and risk function division and an elected member of the board of partners at Deloitte LLP.

He has a long-standing interest in tax policy issues and has worked with governments and international finance centres to develop more effective and competitive tax policies.

He served as CIOT’s president from 2006-07 and focused on emphasising the rule of law in taxation and achieving greater recognition for tax advisers as professionals, and is the third tax policy director at the CIOT, following on from John Whiting (2010-13) and Patrick Stevens (2013-15).
