Plans to modernise film tax relief

The government is consulting on plans to simplify and modernise audio-visual tax reliefs, including film tax schemes, in the first shake-up since their introduction in 2007

In 2021-22, a total of £972m in tax relief was paid out to producers, while the latest research on film and television tax reliefs showed that 38% of all productions would not have been made in the UK if the tax breaks were not available.

Any reforms to audio-visual tax reliefs will be straightforward to administer and should not significantly increase administrative burdens for businesses or HMRC, the Treasury consultation stated. It is also important that the reforms do not create additional tax avoidance opportunities, which was a problem when the original film scheme was first introduced.
