Regulator slaps ACCA accountant and Thurrock CFO with five-year ban

Sean Robert Clark, former CFO of Thurrock Council, has been banned by the regulator for serious misconduct and a lack of integrity over investment decisions leading to the council going bust

The Financial Reporting Council (FRC) has banned Sean Clark, 58, from working as an accountant for five years until 2030 and has been given a severe reprimand by the regulator, after serious misconduct and ‘recklessly providing misleading information’ to the senior management and audit committee. However, his misconduct was ‘not dishonest or deliberate’.

The former chief financial officer of Thurrock had worked in the public sector for 36 years, and had qualified as an ACCA chartered accountant in 1997 and is an ACCA fellow.
