Next year we will have two full Budgets as a transitional measure until the annual Budget is reset to be every Autumn from 2018. In addition, the reason I say the twice a year events will not be scrapped is because we will still have a Spring OBR response requirement.

One suspects the Spring event may well be used progressively to become a mini-Budget especially if we do enter Brexit negotiations and there is economic and market turbulence which require a government response outside of monetary policy which will be dealt with in almost real time by the Bank of England.
