Tight timetable for Scottish tax reforms, warn experts

The government has set itself a tight timetable to set out legislation for increased tax powers for Scotland, while there is little clarity about which tax raising powers will be devolved and how extended income tax powers would be implemented for cross-border workers

There are less than four months for the government to agree and issue draft law for any new devolved tax powers which are likely to focus on income tax. Changes to corporation tax and national insurance have been ruled out by all three major Westminster parties.

Initially it will need to agree policy on a cross-party basis, setting out proposals on tax and welfare, which are set to be issued on 30 November before the Autumn Statement on 3 December. The next step will be to issue draft legislation by 25 January, subject to consultation.
