Watchdog investigates training charity over asset sale

Charity regulator opens inquiry into City and Guilds of London Institute over trustee governance and bonus payments related to seven figure sale of vocational training arm

The Charity Commission is examining City and Guilds of London Institute’s sale of its City & Guilds awardig and training operation to PeopleCert, a commercial provider of professional and language certification, in October 2025, in a transaction valued at around £180m.

A new company, City & Guilds Ltd, was incorporated for the purposes of the transaction, retaining the valuable City & Guilds brand under the ultimate ownership of Peoplecert Wisdom Limited, and has five directors.
