The move followed shadow Chancellor Rachel Reeves’ announcement of a crackdown on tax evasion and further tightening of the non-dom tax rules if Labour wins the election.

The new tax panel will focus on how to modernise HMRC and ramp up its investigation activity to support Labour’s ambitious plans to clamp down on tax avoiders.

A number of high profile tax experts have been named as members of the new advisory body, with former HMRC executive chair and first secretary Sir Edward Troup one of the most notable appointments. Troup was chair of HMRC from 2012 until 2017 and oversaw the initial rollout of Making Tax Digital for VAT. When he retired, he joined consultancy firm McKinsey as an external adviser.
