Ellen Milner is director of public policy at the Chartered Institute of Taxation and joined CIOT in 2023. Milner has a background in corporate tax and previously worked at HMRC for over 15 years. She has extensive experience in tax policy, compliance and training, most recently as deputy director for large business London at HMRC.
