2008/09 forms P11D allow for a new category of car: the ‘qualifying low emission car’ referred to as a QUALEC (see EIM23402 et seq). Such cars have certified CO2 emissions of exactly 120g/km or less (ie, 121g/km does not qualify) and the ‘appropriate percentage’ to be applied to their list price in arriving at the car benefit for 2008/09 is only 10% (13% for most diesels). Electric-only cars are not QUALECs: they are taxed at 9%.
