Just a few weeks before the chancellor delivered his Budget, the Exchequer secretary to the Treasury made a grave and telling confession to an audience of senior accounting figures, leading academics, thinktank gurus and FTSE 100 heavyweights. Tax law, David Gauke admitted, is often too ‘difficult’ for politicians.
