There were no surprises of note in the Spring Statement, indeed in his opening words the Chancellor Philip Hammond acknowledged that he had been pressed to limit the number of fiscal events as well as the timing.

The effect of two fiscal events in one year and in particular, the close proximity of the Budget (having traditionally been held once a year in March) to the start of the tax year meant taxpayers were scrambling to comply and businesses were trading blind to their obligations.
