Those with relevant expertise and experience or a special interest in the government's National Insurance Contributions (NICs) Bill are being invited to comment on the Bill, which will now be considered in a Public Bill Committee.

The committee is expected to meet for the first time on 19 November 2013. Written evidence submissions to address matters contained within the Bill should be made by 28 November 2013, when the committee is expected to report, although earlier submissions are encouraged to give the committee more time to take them into consideration. The main purpose of the NICs Bill 2013-14 is to implement the new Employment Allowance, which entitles businesses, charities and community sports clubs to claim up to £2,000 from their annual payment of secondary Class 1 NICs from April 2014.

The Bill also contains a number of miscellaneous measures announced in Budget 2013 relating to the scope of NICs.

The Bill was presented to parliament on 14 October 2013 and had its second reading on 4 November 2013.
