Scotland Office sets out timetable for income tax devolution

Scottish secretary Alistair Carmichael has told the House of Commons that ‘work starts today’ on turning the historic cross party agreement on devolution into more powers for the Scottish parliament with plans for draft legislation by late January and full legislation to be implemented after the 2015 general election

Speaking in parliament, Carmichael confirmed that the Smith Commission proposals would be implemented by the UK government and that draft legislation would be published before 25 January 2014.

A cross-government team of civil servants from four different UK departments, including the Treasury, will be set up to turn the Smith proposals into draft legislation, reporting to Carmichael.

He also announced that external experts from a range of different sectors in Scotland will invited to join a stakeholder group to help guide the work on the legislation. Membership of this group is yet to be confirmed.
