When the Republicans retained control of Congress, and Donald Trump won the race to the White House at last year's elections, the political stalemate that had characterised much of Barack Obama's presidency, including in the area of tax policy, was supposed to have dissolved, with the stars aligned in favour of the Republicans' pro-business, pro-growth vision for the US tax code.
