Sir Win Bischoff, outgoing chairman of Lloyds Banking Group, has been named as the new chairman of the Financial Reporting Council (FRC), taking over from Baroness Hogg. Gay Huey Evans succeeds Glenn Moreno as deputy chairman of the regulator. Both will start their new roles on 1 May 2014.

Mid-tier accountancy firm French Duncan has appointed David Collier as a partner and Alastair Thomson as a director of tax consultancy services in the Edinburgh office. Both previously worked at Chiene & Tait.

Steve Sampson has joined FD eXcel, a newly launched consulting group which provides part time support and services to SMEs. Sampson spent 25 years with Alliance Boots and its predecessor companies in a variety of senior finance roles both operationally focused, and creating and leading the group finance function.

Former Credit Suisse investment banker Susan Kilsby has become only the second woman to head up a FTSE 100 company with her appointment as chair of pharmaceutical company Shire. Kilsby replaces Matthew Emmens who is retiring after nearly six years. Her fellow female chair is Dame Alison Carnworth of Land Securities.

Richard Clayton has joined Baldwins, one of the Midlands' largest family-owned accountants, as a partner. He moves from Baker Tilly in Birmingham and will be focusing on accounting procedures and new business development.

KPMG has appointed Donna Halkyard as a director in its diversity & inclusion team. She joins the firm from BAE Systems, where she was global head of diversity& inclusion, and has also worked for the Royal Bank of Scotland and Ford.

Grant Thornton has been awarded a three-year licence to act as the licensed Investors In People (IIP) centre for South of England as part of a push to re-energising the IIP brand as the leading 'people partner' for ambitious organisations.
