EU MOSS VAT website up for review - have your say

The European Commission is planning to overhaul the EU VAT digital MOSS website to make it more user-friendly and reduce the use of inaccessible Excel spreadsheets, all part of a review into the future of the MOSS rules as a result of widespread disquiet about the compliance requirements for micro businesses and small traders with minimal VAT chargeable sales

As part of the review of the current rules, the EU is also overhauling the content and format of the European Commission's VAT Mini One Stop Shop (MOSS) web portal to improve the quality and user-friendliness of the website, with hints that it could reduce the number of Excel spreadsheets which currently provide the most critical information and are difficult to use.

As part of the current efforts to support the smooth implementation of the 2015 Place of Supply rules (Council Directive 2008/8/EC) and the functioning of the MOSS portal, the Commission is looking for inputs and suggestions to improve the quality of the information presented on the MOSS web portal. The review will consider improvements to:

  • Content: the information that is regularly updated could be adapted to better fit the needs of the users (primarily businesses but also national tax authorities);
  • Format: currently, the information is presented in an Excel file; the Commission will look at more user-friendly ways of presenting the data to better meet the needs of users, including search tools, select and compare features, export and download requirements, and email alerts for changes to legislation in EU28 member states.
