Herring: Hammond did just enough on business in Budget

The Budget 2017 is unlikely to be looked back upon with particular sepia-tinged fondness by anyone, but the Chancellor did just enough to satisfy business, says the Institute of Directors head of taxation Stephen Herring

So will this Budget in years to come look like those famously bold Budgets delivered by Geoffrey Howe and Nigel Lawson (or Jim Callaghan and Denis Healey if you prefer)?  I cannot imagine many economists or tax specialists rating this Budget highly in terms of boldness. However on the less demanding criteria of whether the Budget did enough, my belief is that that question will be answered by most in the affirmative.
